Additional Information: Is now apologizing but continues to drive past.
 
That rule usually results in a kick... It isn't something that would require a ban until he does it over and over again after he's been kicked. And have you thought about asking someone to vote kick him? There are many other options you could've taken instead of just reporting him for a one time offence. Try contacting staff if this happens anymore. Also, when you are not in an actual property and on the side of the road, don't expect anyone to stay off your property.
